Is the Shakira song “Hips Don’t Lie” really a metaphor for nuclear tensions between the US and North Korea?

I’m only asking because I heard an interview with Shakira and the interviewer said the song was very shallow, but she said that “Hips Don’t Lie” is a reference to Kin Jong-il. She said it is like him saying that he has these weapons of mass destruction and he will use them, and the fact that he has them should speak for itself. But I’m not sure if I believe her.
